The works fulfilled by Department of Protection of Biodiversity and
Development of Special Protected Nature Territories in 2015
The works carried out in the direction of expansion of the network of specially protected territories and protection of biodiversity by the Department of Protection of Biodiversity and Development of Special Protected Nature Territories were continued in 2015. Currently, the total area of specially protected natural areas in the country is 892546,49 ha, as well as 9 national parks, 11 state nature reserves and 24 nature preserves. In general, the total area of specially protected natural areas is 10,3 % as well as 3.7% of the national parks in the country. On 2 February 2015, in connection with "International Day of wetlands” the Department held the event with the participation of relevant divisions of the Ministry, employees of specially protected natural areas, scientists, non-governmental organizations and representatives of media. In order to create the first biosphere reserve in Zagatala-Balakan zone in the history of the country was held an appropriate measures together with foreign experts and signed a Protocol of Intentions. The project has been negotiated with Special Agreement and Financial Agreement to start and currently is on the verge of being approved by the Council of Ministers. By Decree No. 45 of the Cabinet of Ministers of the Republic of Azerbaijan dated from 20 February 2015, has been approved “the sanitary-protection zone of Absheron National Park of the Republic of Azerbaijan”. The project document on expansion of the territory of Gizilagaj State Nature Reserve with the purpose of creation of Gizilagaj Seashore National Park by No. 205 decree of the Cabinet of Ministers dated from 7 July 2014 and “Between Azerbaijan Government and United Nations Organizations Development Programme” the improvement of management of protected areas within the coastal ecological systems was approved and held the meeting for presentation of the project. In accordance with first component of two main components of the project in the current year is to increase the administrative capacity of the State Nature Reserve. Thus, the demarcation of the borders of the national park and creation of version-control infrastructure, security and works on control capabilities of the national park were carried out. The electronic version of second edition of the "Red Book" has been developed and was equipped with relevant search system. Also, the website of the Ministry of Ecology and Natural Resources has been launched. “Rules of use and amount of payment with the purpose of use the specially protected natural territories and objects of scientific, cultural, educational, tourism and recreation ” approved by the decision of the # Cabinet of Ministers dated April 21, 2015. This year, with the participation of IDEA (International Dialogue for Environmental Action) numbers of birds (including sedentary and migratory birds) and mammal species were counted, information about their dynamics and growth recorded that included to the fauna of the Republic of Azerbaijan. During of 2015, a number of studies have been carried out in the area of environmental protection. Thus, during the year on the territory of the specially protected natural areas were registered 815 acts and drawn up 263 protocols against culprits in violation of the law.169630 manat was fined in accordance with administrative procedure, damage to nature was amounted in 58510,21manat. In general, the fined up to 228140,21manat including the remaining debt 70840,30 manat were paid to “ Management of specially protected natural territories and Special Funds on protection”. 18 cases were sent to law enforcement agencies, 149 to relevant district courts and executive divisions. In 2015, in specially protected territories during illegal hunting were withdrawn 57 shotguns and 250 cartridges, was drawn up an act and protocol. During the report period were drawn up 63 acts and 63 protocols by Hunting Economy Management and Hunting Activity State Control Service, a fine of 67800 manat was applied, 79250 manat was paid. In 2015, 136989,76 manat was paid (annual plan-prediction is 45,36%) to “Special Fund established for management and protection of specially protected areas” on specially protected natural territories. In 2015, the number of tourists who entered the territory of National Park is 75000 people (1050 foreign and 73950 local residents). During of 2015, were drawn up 11 acts and 11 protocols by Hunting Economy Management and Hunting Activity State Control Service, a fine of 8400 manat was applied.
