Progress data for work of National Hydrometeorological Department in 2014
According to the action plan and control program within report period National Hydrometeorological Department has performed systematic observation over republic area, including Caspian Sea basin, learned meteorological conditions, prepared short and long-period meteorological forecasts and bad weather warnings. Within the report period about 11300 of current forecasts for 7 climate zone of Azerbaijan (semi daily, daily, three days, 5-10 days upon requestand monthly) have been prepared, about 6500 for 6 region of Caspian Sea (semi daily, daily, three days ), 484 days forecast on Kura and Qanikh rivers,723 stage forecast for 3 pointsin lower part of Kura river made fortwo and three days, 36 duty of water forecast on 3 rivers made for ten days, monthly forecast on 17 rivers and 3 season forecast forspring-summer snow melt flood period on Kura, Aras and Qanikh rivers.
For Azerbaijan regions and Absheronpeninsula the forecast scored 93-97% and for Caspian Sea it was 94-98%. According to the Azerbaijan regions and Absheron peninsula only 17 of 136 gale warnings within 12 month period were as per forecast.As 84 monthly weather forecast made for 7 climatic zone of Azerbaijan the forecast scored 88-97%, and forecasts made for the rives scored 65-95%.Formed hydrometeorological forecasts were delivered to the state organs, ordering organizations, mass media and society. In the period of September 21-25, 2014 according to the new signed version of TURKMETKAP program made within the frame of Memorandum of understanding with Turkish Republic theTurkish specialists have provided the methodological assistance related to automation. By means of TURKMETKAPthe periodical data from 18 hydrometeorological stations is being passed directly to Turkish Republic. Throughout 1 year the meteorological data gathered on 3 hour basis from 65 hydrometeorological stations has been collected, checked and archived. So, in 103 hydrometeorological points (89 on the rivers, 5 on the lakes, and 9 on the water storage basin) every 4-5 days the water level, duty of water, the temperature etc. was checked twice a day in the morning and in the evening, and as a result according to the residue of water duty of water was determined. In the period of report the primary data of State Water Cadaster of 2013 underwent the expert examination.
Within 1 year for the preparation of current forecasts the snow-measuring works have been carried out in the river basins of Greater and Lesser Caucasus according to 23 directions in the period of summer freshet. As per results of the expert examination the snow reserves of 2014 are comparatively lower than in previous years.Taking into account the snow data obtained from Turkey and Georgia and the rainfall forecasts of snow melt flood period, the information that the flood of previous year is going to be less than many-years standards and the forecasting drought was and sent to the Cabinet of Ministers, The Ministry of Emergency Situations and Amelioration and Water Economy OJSC.In November, 2014 in order to measure the water flow rate in Hydrology Points (HP) 14 flow measuring device manufactured by National Aerospace Agency have been bought and after successful test at Kurumchay – Ilisu HP 2 of them were turned over to Sheki Regional Hydrometeorological Enterprise.The hydrometeorological observations of the sea (sea level, waving, water temperature, water salinity, color, sea current etc.) were carried out 4 times a day at 9 points on 4 stations situated in Caspian sea basin and 3 times a day at 12 points on 1 station situated in agro meteorological area.
Last year including the video surveillance system assembled in order to provide the view of Tufandagh top the continuous surveillance of 6 points in total (Laza, Kishchay, Kur-Netchala, Shahduzu, Kabash, Tufandagh) was provided. In the period of report there were opened QumyataqHydrometeorological Station (HMS) subordinated to Absheron RHP, Balakan HMS subordinated to Sheki RHP, Aghdam HMS subordinated to Garabagh RHP, Sinchay HP, Goychay-Buynuz HP subordinated to Ismayilli RHP, Mizrikchay-Shariyar HP subordinated to Ganja RHP.In 2014 automatic meteorological stations (type WXT-520 ) manufactured byNational Aviation Academy were assembled on Chilov-Deniz HMS subordinated to Absheron RHP, Qumyataq HMS, Altiaghaj HMS subordinated to Guba RHP, Aghdam HMS subordinated to Garabagh RHP (Guzanli) and put into operation.By means of AİS-MRL program complex the dangerous hydrometeorological phenomenon over the republic area are observed and is used in giving the factual radio locational data.
In the period of report the aerological observations is held on MashtaghaAerological Station and 80 radiosondes were released. The maximum lifting height of radiosondes is 33.7 km, and the medium height is 27.3 km.Within the report period, there were carried out works in Complex Hydrometeorological and Environmental Research Center and meteorological observations in accordance with plan-program on the territory of Tufandag- Shahdag, and hydrometeorological observations in Shahnabad and Mahmuddara rivers.
In 2014, in accordance with “Operative Information Plan” and Service Plan-scheme 154 organizations, law enforcement agencies and other governmental agencies are provided with forecast, warning, hydrometeorological, agrometeorological and other information. During the year, “Hydrometeorological events in Azerbaijan” monograph was published in Azerbaijani, Russian and English.
