On activities implemented by the Ministry of Ecology and Natural Resources during 2014
Protection of the environment, ensuring life in a healthy natural environment, efficient use of natural resources for improving welfare of the citizens are part of social and economic reforms implemented in Azerbaijan.A large number of activities have been implemented by the Ministry of Ecology and Natural Resources during the reporting period. “State Program on Poverty Reduction and Sustainable Developmentin the Republic of Azerbaijan for 2008-2015”, “State Program of socio-economic development of regions of the Republic of Azerbaijan for 2014-2018”,“State Program on the reliable food supply of population in the Azerbaijan Republic” for 2008-2015, “State Program on of alternative and renewable energy sources in the Republic of Azerbaijan”, “State program on the socio-economic development of Baku and its suburban settlements for 2014-2016” and otherevents intended in the programs confirmed by the head of the country were implemented.
Based on Decrees “On Certain Measures for Improving Provision of the Population with Ecologically Clean Potable Water,” activities aimed at providing remotest settlements in the country that lack centralized clean water with safe and potable water as soon as possible.Within the framework of the Program, activities have been completed in 50 villages which contributed to provision of 40 thousand persons with high quality potable water in 2014.Additionally, activities aimed at constructing module water purification equipments that have been constructed are operational.At 48 settlements with a population of nearly 90 thousand, water treatment plants are being constructed.Thus, in the 320 settlements in the region due to the installation of modular water treatment facilities, the number of population with quality drinking water is the equivalent of 500 thousand. A large number of activities have been implemented by the Ministry of Ecology and Natural Resources during the reporting period.
There were compiled 3338 acts and 1127 protocols about law disorders done by juridical persons, natural persons and citizens and there were given 862 instructions of compulsory execution upon the proper legislation for solving shortcomings defined by the bodies fulfilling environmental protection control of the Ministry of Ecology and Natural Resources during 2014 year. There was declared a penalty in the amount of 4846688manat on 1105 cases in general against juridical and natural persons for breaking the law. There was laid a claim in the amount of 1862652,66manat about 5448 cases related with environmental damages done. There were held appropriate measures by reading 3 cases sent to law machinery, 18 cases sent to courts were liquidated.
On protection of water resources, there were compiled 253 acts and 84 protocols and there were given 163 instructions of compulsory execution upon the proper legislation for solving shortcomings defined. There were held appropriate measures by reading 2 cases sent to law machinery, 1case sent to courts was liquidated.
On the purpose of control to atmosphere air protection, there were held proper investigations and compiled 427 acts and 108 protocols. There was declared a penalty in the amount of 139200 manat on 100 cases and there were paid 387758,16manat on 1993 cases from that amount. There were held appropriate measures by reading 10 of 37cases sent to executive agencies, 2 of 8 to law enforcement agencies, 1 case sent to court was liquated.
For legal disorders revealed in the field of soil protection, there were compiled 211 acts and 116 protocols. There were given 121 “instructions of compulsory” execution for solving insufficiencies defined. There was declared a penalty in the amount of 71200 manat on 117 cases in general against juridical and natural persons for breaking the law and there were paid 52580 manat on 498 case from that amount. There was laid a claim in the amount of 83439,2 manat about 18 cases related with environmental damages done and payment was done. There was sent 21of 32 case to law machinery and 3 cases sent to law enforcement agencies and 4 cases of 11 were not read, 1 case sent to executive department was returned.
For legal disorders revealed in the field of earth surface protection, there were compiled 187 acts and 105 protocols, there were given 96 instructions of compulsory execution upon the proper legislation for solving shortcomings defined. There was declared a penalty in the amount of 253700manat on 114 cases in general against juridical and natural persons for breaking the law. There was laid a claim in the amount of 1023738.71 about 76 cases related with environmental damages done and there was ensured 44459.09 manat to be paid. There was applied a payment in the amount of 15230 manat on 55 cases on offices and enterprises and their payment was ensured. For taking measures, 49 cases sent to law machinery and 1case sent to courts. There were held appropriate measures by reading 5 cases sent to law enforcement agencies.
At the result of proper application according to the current legislation of state regulation in the field ofwaste management, there were compiled 461 acts and 195 protocols, there were given 278 instructions of compulsory execution upon the proper legislation for solving shortcomings defined. There was declared a penalty in the amount of 176700manat on 136 cases in general against juridical and natural persons for breaking the law. There was laid a claim in the amount of 76 about 1 case related with environmental damages done and there was ensured 127353.4 manat on 954 cases be paid. There were 35 cases sent to law machinery and 1 case sent to courts for taking measures. There were not read 39 cases to law enforcement agencies. 6 cases were not read in the court.
At the result of proper application according to the current legislation of state regulation in the field ofindustrial waste management, there were compiled 564 acts and 64 protocols, there were given 463 instructions of compulsory execution upon the proper legislation for solving shortcomings defined. There was declared a penalty in the amount of 395400manat on 128 cases in general against juridical and natural persons for breaking the law. There was laid a claim in the amount of 16564,55 about 6 cases related with environmental damages done and there was ensured 573541,86 manat on 958 cases be paid. There were 1 case sent to law machinery. There were read 8 cases of 94 in law enforcement agencies. 3 cases were not read in the court.
At the result of proper application according to the current legislation of state regulation in the field of flora protection (forest), there were compiled 211 acts and 17 protocols, there were given 2 instructions of compulsory execution upon the proper legislation for solving shortcomings defined. There was declared a penalty in the amount of 5800manaton 13 cases in general against juridical and natural persons for breaking the law. There were held appropriate measures by reading 4 of 7 cases sent to law machinery, 7of 39 cases sent to courts for taking measures. 2 cases sent to law enforcement agencies were not read.
At the result of proper application according to the current legislation of state regulation in the field of flora protection (greenery), there were compiled 836 acts and 242 protocols, there were given 44 instructions of compulsory execution upon the proper legislation for solving shortcomings defined. There was declared a penalty in the amount of 3549953manat on 234 cases in general against juridical and natural persons for breaking the law. There were paid 52012.58 manat on 123 cases from that amount. There were held appropriate measures by reading 23 of 177 cases sent to law machinery, 52 of 139 cases to executive agencies and 9 of 20 were sent to courts for taking measures. 2 case sent to executive agencies and 4 to court were not read.
At the result of proper application according to the current legislation of state regulation in the field offauna protection, there were compiled 157 acts and 162 protocols , there was declared a penalty in the amount of 140775 manat on 158 cases in general against juridical and natural persons for breaking the law and there were paid 179,25 manat on 15 cases from that amount. There was laid a claim in the amount of 4256,4 about 34 cases related with environmental damages. There were held appropriate measures by reading 11 of 39 cases sent to law machinery, 58 of 73 cases to executive agencies and 5 cases were not read in court.
At the result of proper application according to the current legislation of state regulation in the field ofextent and protection of biologic resource in water body, there were compiled 31 acts and 34 protocols. There was declared a penalty in the amount of 5800manat on 17 cases in general against juridical and natural persons for breaking the law and it was paid. There was laid a claim in the amount of 39834 about 89 cases related with environmental damages done and there was ensured 30690.48 manat to be paid. There were held appropriate measures by reading 12 of 17 cases sent to law machinery and 49 of 87 cases sent to courts.
The National Monitoring Department on Environment continued its monitoring activity on atmosphere, rainfalls, soil, surface waters, as well as radioactive contamination of environment, carried out assessment and prognostication of environmental processes arriving from anthropogenic impacts, as well as establishment of data basis on environmental condition, prepared operative and routine data, and provided their broadcasting. The monitoring of atmospheric pollution was conducted in 26 observation posts located in 8 large industrial cities of the country - Baku, Sumqayit, Ganja, Mingachevir, Shirvan, Nakhichevan, Lankaran and Shaki. 93297 specimens were taken regarding background composition of atmosphere in these cities and specific harmful substances of each city during 2014 and subsequently 94853 analysis were implemented within 18 pollutants on those patterns.
The monitoring of chemical composition of atmospheric rainfalls were implemented in 23 settlements of 6 regions of the country i.e. Absheron peninsula, Kura-Aras lowland, Minor Caucasus, north-eastern and southern slopes of Major Caucasus and Lankaran zone over 11 indices (pH, sulphate, nitrate, phosphate, ammonium, chlorides, calcium, magnesium, coarseness, electric conductivity and hydrocarbonate ions). 2860 chemical analysis were conducted over 260 rainfall specimens (rain, snow) taken within 2014.
The monitoring of surface water pollution was carried out in 50 observation posts over 42 water objects (27 rivers, 4 water areas, 1 harbor, and 10 lakes). In this regard 13607 physical-chemical analysis were implemented over 660 water examples taken from detergents, oil products, phenols, organic oxidizers, chlorine organic pesticides, heavy metals and water mineral composition. The monitoring on examination of contamination of background composition of soils with oil products, pesticides and heavy metals in the territory of the country were proceeded. 4600 chemical analyses were carried out within the 463 soil specimens taken during the monitoring of soils pollution implemented in 2014. Daily observations on radiation background of environment were conducted in 35 settlements thrice a day (at 9 am, 15 pm, and 18 pm) encompassing the whole country areas. Observations on b-radioactivity of atmospheric aerosols were implemented in 3925 pad specimens taken from Baku, Sumqayit, Ganja, Lankaran, Shaki, Zaqatala, Quba, Nakhichevan, Agjabadi, Agstafa and Oil Stones based on appropriate analysis. Automated monitoring control system was installed on radiation background in meteorological stations located in Pirallahi island and Qazakh, Sadarak, Nakhichevan AR, Beylagan, Astara and Quba regions which are bordered with countries utilizing nuclear technologies on the project of advancement of infrastructure in the sphere of radioactivity monitoring. Currently monitoring data are transmitted to the National Monitoring Department on Environment of the Ministry of Ecology and Natural Resources and the Management Center at Emergency Situations of the Ministry of Emergency Situations every half an hour. According to the action plan and control program within report period National Hydrometeorological Department has performed systematic observation over republic area, including Caspian Sea basin, learned meteorological conditions, prepared short and long-period meteorological forecasts and bad weather warnings. Within the report period about 9300 of current forecasts for 7 climate zone of Azerbaijan (semi daily, daily, three days, 5-10 days upon request and monthly) have been prepared, about 5500 for 6 region of Caspian Sea ( semi daily, daily, three days ), 440 days forecast on Kura and Qanikh rivers, 657 stage forecast for 3 points in lower part of Kura river made for two and three days, 33 duty of water forecast on 3 rivers made for ten days, monthly forecast on 17 rivers and 12 season forecast for spring-summer snow melt flood period on Kura, Aras and Qanikhrivers.For Azerbaijan regions and Absheron peninsula the forecast scored 91-97% and for Caspian Sea it was 95-98%. According to the Azerbaijan regions and Absheron peninsula only 17 of 122 gale warnings within 12 month period were as per forecast. As 77 monthly weather forecast made for 7 climatic zone of Azerbaijan the forecast scored 88-97%, and forecasts made for the rives scored 65-95%. Caspian Complex Environmental Monitoring Administration of the Ministry of Ecology and Natural Resources has carried out 1862 ecological monitoring in 2014 participating 4 in open sea organized on the sector of Caspian sea belonging to Azerbaijan, on the shore-strip of 955 kilometer (from the north to the south), on the beach areas, as well as in the institutions and objects functioning on the sea, on the floating means and on the open areas upon determined coordination. During monitoring water, ground, drilling mud and sludge samples have been taken. 12172 analytical, 11508 biological and ecotoxical, 8040 microbiological a total of 31720 have been explored. The works carried out in the direction of expansion of the network of specially protected territories and protection of biodiversity by the Department of Protection of Biodiversity and Development of Special Protected Nature Territories were continued in 2014. Currently, the total area of specially protected natural areas in the country is 892546,49 ha, as well as 9 national parks, 11 state nature reserves and 24 nature preserves. In general, the total area of specially protected natural areas is 10,3 % as well as 3.7% of the national parks in the country. In the framework of the project "On the protection, reintroduction and restoration of the historical habitat of gazelles in the territory of the Azerbaijan Republic" on 24 December 2010, 12 gazelles were released to the administrative territory of Samukh district. During the year on the territory of the specially protected natural areas were registered 927 acts and drawn up 237 protocols against culprits in violation of the law.154550 manat was fined in accordance with administrative procedure, damage to nature was amounted in 67667,80 manat. In general, the fined up to 222 217,80manat including the remaining debt 114 818,40 manat were paid to “ Management of specially protected natural territories and Special Funds on protection”. 4 cases were sent to law enforcement agencies, 139 to relevant district courts and executive divisions. Forestry Development Department of the Ministry of Ecology and Natural Resources of the Azerbaijan Republic in 2014 on all spheres there were taken various measures for realization of plan-forecast indexes and high agrotechnical laws.So, in 2014 to the contrary 10120 ha there was 10125 ha forest restoration, also 2640 ha the forest plants and sowing to 4471,5 ha forest plants. With the aim of plants there were carried out works in 34125.43hectares and irrigationworks in 31527.93hectares. In 2538.21hectaresof land, in7485hectares reclamation works. During the year, there sowed in seeding fields with the size of 90,5 ha, in bringing up fields 65,53 ha 2591,6 thousand of seeds, in gross fields 17,74 ha- 862,7 thousand of freckles. In seeding fields there were planted 28300,74 thousand of different sowing materials. In 2014, there supplied 29632 m3 fragments of woodchips, 9438 m3 taken on the task of removing garbage and hazardous waste from forests, a total of 39191 m3 timber supply. The department carries out the functions of restoration of resources of fishery important fish species inhabited in the Caspian Sea, rivers and inner water basins, and its increase, protection, as well as regulation of using of bioresources. During 2014 year based on legislation on fishery of Azerbaijan Republic Department on increase and protection of biological resources in the water reservoirs issued legal permits for use of fish reserves to 13 legal and 226 natural persons. Within this period quotas for commercial fishing of 192,5 tones of sprat (kilka), 349,2 tones of shad (herring) and 753,64 tones of cyprinid were allocated, for providing sturgeon fish rearing stations with producers permits for fishing of 2,6 tones and permits for scientific research purposes for fishing of 2 tones of sturgeon species were given.39387manat were claimed, 4800 manat fined related to biological resources.The budget is spent in accordance with economic classification, quarterly and statistic reports timely are submitted to relevant authorities. 58,7 min manat was transferred to “State Fund for Protection of the Environment”. Through 2014 according to “State Demand” approved by the Order No. 109s of Cabinet of Ministers on April 22, 2014 the geological exploration works on topical subject of 66 objects and 8 scientific-researches have been fulfilled. 44 of these objects and 6 subjects remained from last year, and 22 objects and 2 subjects are the objects the execution of which began in 2014. The period of execution reached the end and the report on 27 objects were discussed at Geology division of Scientific and Technical Research Council of the Ministry, and 15 objects were commissioned to State Information and Archive Foundation on Environment and National Recourses.In up to 30 settlements of Surakhani, Sabunchu, Sabail, Khatai, Garadagh, Absheron districts and Sumgayit city were carried out the observation notifying works. EGP studies over Absheron peninsula- In order to study the exogenous geological processes there were laid the control routs on Absheron peninsula; at the same time the geotechnical researches addressed by the Cabinet of Ministers. The results were analyzed; all advices were operatively delivered to local authorities and appropriate enterprises.According to the “Methodology of estimation of ore deposits reserves”, “Complex use of mineral resources”, “Assessment of patterns and prospects location of gold-sulfide ore in south-west part of GoyGol upland”, “Study of the mineralogical character of the noble-metal keeping zones in the upper flow part of Goshgarchay-Ganjachay”, “Determination of strategically important types of mineral-ore and their forecasted resources” works, the reserves of Aghyurd and Piyazbashi deposits have been assessed according to the categories, the impact of mountain-mines zone onto surroundings, source of air pollution on mines and quarries have been determined and the tips or troubleshooting on measures to reduce it have been used. According to the geological task of previous year lots of internet and literature materials were investigated and determined the strategically important for Azerbaijan Republic mineral-raw material etc. According to “The conversion of quartz on quartz appearance of Havanachay”, “Creation of the rational and environmentally friendly using technology of clayey gold ore taking into account the complexness of mineral raw material”, “Research of the technical character of copper –zinc ore” works on technological area the research works of 2014 was totally fulfilled. In 2014 State Expertise Office received 6100 appeals on environmental considerations, environmental and regulatory documents, position of greenery, mining activities, land acquisition for construction and industrial structures, issue of relevant permission documents.The construction works carried out mainly by foreign, state budget and individual entrepreneurs with the purpose to determine the level of environmental impacts during construction were reviewed and given appropriate references to 835 technical and project document, 63 appeals were returned across the country. The projects mainly were connected with oil and gas, urban heat supply, school-kinder garden, construction projects in the field of health and individual entrepreneurial activity. Architecture and Urban Planning Department of Baku City Executive Power with the purpose of allocation of land for placing of objects 209 documents were reviewed and gave a positive feedback.86 individuals and legal entities were given “Mining allocation act” for the purpose of creation of a quarry activity. During the reporting period in connection with project documents of geological exploration and research works were reviewed 24 projects and recommended to make relevant amendments.22 projects submitted on Environmental Impact Assessment of Projects (EIA) were connected with oil and gas, energy, water supply, road-building, industrial and irrigation works carried out in the republic at expense of foreign and local investments were coordinated on appropriate requirements. Rational and purposeful activity of the Ministry of Ecology and Natural Resources that directed to environmental protection was successfully continuedin the field ofinternational cooperation in 2014 as well.The priority of our foreign policy, Azerbaijani-Armenian conflict, the aggressive policy of Armenia in connection with Nagorno-Karabakh conflict based on the norms and principles of international law,during both bilateral and multilateralcooperation in the framework of integrity of Azerbaijan was the main issue on the agenda.As a result of the efforts of Azerbaijan in the framework of "Convention on Environmental Impact Assessment in a Transboundary Context"(Espoo) of UN was taken a decision in connection with construction of a new nuclear reactor, Metsamor on the territory of Armenia in violation of Armenia's commitment to the Espoo Convention and was given a mandate to the implementing committee of Convention alsoto monitor.On 20 February 2014 in Baku was signed“Memorandum of Understanding between the Government of the Republic of Azerbaijan and the Republic of Bulgaria on cooperation in the field of environment.On February 24-25, 2014 was held 3rd Meeting of the Intergovernmental Commission of India on economic, scientific and technological cooperation with the participation of representatives of relevant government agencies in New Delhi and signed a protocol on the results of the meeting during the visit.According to the document, there is planned a continuation of cooperation and expansion between the two countries in the field of trade, economics, finance, investment, energy, agriculture, tourism, education, health, culture, communication and information technology, aviation, chemical and so on. On 9 April, 2014 during the visit of the country's leadership to the Islamic Republic of Iran was signed “Memorandum of Understanding between the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan and Ministry of Roads and Urban Development of Islamic Republic of Iran in the field of meteorology. “An agreement on cooperation in the field of environmental protection between the Government of the Republic of Azerbaijan and Turkmenistan” was submitted to the Cabinet of Ministers of the Republic of Azerbaijan coordinated with relevant government agencies. On May 7-8, 2014, the summit was co-organized by IDEA (International Dialogue for Environmental Action) in partnership with HeydarAliyev Center, important international environmental NGOs, partners and local academicians in Caucasus region.In 2014, Azerbaijan Republic has joined to International Union for Conservation of Nature (IUCN).On June 2-4, 2014 was held 3rdmeeting of Regional Commission in the sphere of Fishery and aquaculture in Central Asia and Caucasus on the basis of a letter sent to UN Food and Agriculture Organization (FAO).On September 20-24, 2014 Azerbaijani delegation was attended in High-Level Climate Summit organized by UN Secretary-General Ban Ki-Moon in UN Headquarters in New York.On September 29, 2014 was signed an agreement “Agreement on cooperation in the field of hydrometeorology of the Caspian Sea” by the relevant ministries of Caspian states in the framework of IV Summit with the participation of state heads of Caspian states held in Astrakhan.On November 19-21, 2014was held CTE - Caspian: Technologies for Environment 5th Anniversary International Environmental Exhibition -2014 in Baku Expo Center.323 companies demonstrated its latest products on ecology over the years.In "CTE-2014" Anniversary Exhibition were attended by 77 companies which represent Azerbaijan, Great Britain, Germany, Greece, Denmark, Italy, Sweden, Russia, and Turkey.On May 30, 2014 was held Framework Convention for the Protection of the Marine Environment of the Caspian Sea (Tehran Convention) and decided to hold the next session in Baku. In this regard, on November 24-27, 2014 was held the first meeting of the Preparatory Committee of 6th session of the Parties Conference of Tehran Convention in Baku. In 2014,development of cooperation ties with similar organizations, as well as with international organizations of regional and developed countries (for instance, Austria, Belarus, Qatar, France, Sweden, Macedonia, Mexico, Montenegro, Moldova, Lithuania, Slovakia, Turkmenistan, Japan, etc.), coordination of legal documents and carried out coordination processes. The public awareness and educating is a priority in the environmental protection field of the Ministry of Ecology and Natural Resources.The measures aimed at environmental awareness were on topics “The role of public in the environmental protection”, “The efficient use of water resources and waste enforcement”, "Biological Diversity Day", “Environmental protection is a source of our health”, “Problems of drinking water”, “Protection of greenery is a duty to the country”, “About specially protected natural territories”, “Keep our city clean”, “The protection of greenery is a source of healthy lifestyle”, ”Charming sightseeing and special protected natural territories”, “The role of forests in the prevention of environmental disasters”, "Radon dioxide and its impact on the environment", “Attention and care paid to the development of environment and natural territories by the President of the Azerbaijan Republic, IlhamAliyev.” The event on the occasion of 22 April "International Earth Day", "June 5" World Environment Day" and other environmental calendar days were held in schools and other organizations, was held the round table on the theme “The protection of environment for the sake of present and future generation” with the participation of young generation in Aarhus Public Environmental Center, restoration and cleaning works were carried out, placed billboards in Baku and different territories of the republic. Simultaneously, lectures were arranged in secondary educational institutions, workshops on the importance of the protection of biological resources of the Caspian Sea and round tables were held in various institutions and enterprises. In the events, information on the richness of water basins were given to the public, as well as necessity of the protection of these resources was publicized by the experts of the Ministry of Ecology and Natural Resources. Thus, “Caspian week” held by the Ministry related with “World Maritime Day”. National Action Plan on Protection of Human Rights in the Republic of Azerbaijan and National Program for Action to Raise Effectiveness of the Protection of Human Rights and Freedoms in the Republic of Azerbaijan were approved with the Presidential Orders on December 28, 2006 and December 27, 2011.On 19-21 November 2014 at the International Environmental Exhibition on the theme “Caspian: Technologies for the Environment” more than 300 booklets and brochures were distributed among the visitors containing the information about environment. The local authorities, public representatives held roundtable on works done in the field of supply of drinking water of population along Kur-Aras settlements. In the framework of mutual cooperation of institutions of higher education with the Ministry of Ecology and Natural Resources there were established “Ecoclub” in 30 institutions of higher education and in general at about 1000 active students became member of it. The main purpose of the establishment of the “Ecoclub” is to conserve natural resources for future generations, as well as the value of the propagation of ideas among young people, the formation of a highly qualified staff, creation of contacts with students in the field of environment issues and formation of wide network in the field of propaganda.During a year there were held more than 50 workshops, roundtable, other public events in the Aarhus Center in the territory of the country, 1150 NGO, intellectuals, students and other public representatives appealed to Aarhus center with the purpose to use that services.In connection with the execution of the Decree of the President of Azerbaijan Republic dated from 5 September, 2012 # 2014 about “Open Government Initiative National Action Plan 2012-2015”, was held public discussions with the participation of students from higher education institutions and other representatives of the public in the Ministry of Ecology and Natural Resources, as well as in the regions of the country with the purpose to increase the role of civil society in the field of environmental protection.NGO and public representatives participated in all events and NGO were represented in the commissions established in the framework of the Ministry.In 2014, 492 press-releases were posted on the website of the Ministry and brought to the attention of mass media and answered 2055 surveys submitted to the press service.
