Tasks implemented by the National Monitoring
Department on Environment in 2015
The National Monitoring Department on Environment continued its monitoring activity on atmosphere, rainfalls, soil, surface waters, as well as radioactive contamination of environment, carried out assessment and prognostication of environmental processes arriving from anthropogenic impacts, as well as establishment of data basis on environmental condition, prepared operative and routine data, and provided their broadcasting. The monitoring of atmospheric pollution was conducted in 24 observation posts located in 8 large industrial cities of the country - Baku, Sumqayit, Ganja, Mingachevir, Shirvan, Nakhichevan, Lankaran and Shaki. 92973 specimens were taken regarding background composition of atmosphere in these cities and specific harmful substances of each city during 2015 and subsequently 94523 analysis were implemented within 18 pollutants on those patterns. The main contaminant of dust and formaldehyde in Baku is 2.0 times the average concentration of nitrogen dioxide 4 to 1.5 times and 1.4 times the admissible turbidity level of hydrogen fluoride (allowable concentration limit) passed. The average concentration of nitrogen 4-dioxide in the city of Sumgait is 2.25 times and 2.7 times of chlorine, hydrogen fluoride exceeds is 2.2 times above the norm. The average concentration of dust in the composition of the atmosphere in Mingacheur is1.3 times, 1.7 times of phenol, hydrogen fluoride average density of 1.2 times in Ganja. Air pollution was within the norm in Shaki, Nakhchivan and Lankaran. The monitoring of chemical composition of atmospheric rainfalls were implemented in 23 settlements of 6 regions of the country i.e. Absheron peninsula, Kura-Aras lowland, Minor Caucasus, north-eastern and southern slopes of Major Caucasus and Lankaran zone over 11 indices (pH, sulphate, nitrate, phosphate, ammonium, chlorides, calcium, magnesium, coarseness, electric conductivity and hydrocarbonate ions).2849 chemical analysis were conducted over 259 rainfall specimens (rain, snow) taken within 2015.The monitoring of surface water pollution was carried out in 50 observation posts over 42 water objects (27 rivers, 4 water areas, 1 harbor, and 10 lakes). In this regard 13185 physical-chemical analysis were implemented over 615 water examples taken from detergents, oil products, phenols, organic oxidizers, chlorine organic pesticides, heavy metals and water mineral composition. The monitoring on examination of contamination of background composition of soils with oil products, pesticides and heavy metals in the territory of the country were proceeded. 3193 chemical analyses were carried out within the 366 soil specimens taken during the monitoring of soils pollution implemented in 2015. Daily observations on radiation background of environment were conducted in 35 settlements thrice a day (at 9 am, 15 pm, and 18 pm) encompassing the whole country areas. Observations on b-radioactivity of atmospheric aerosols were implemented in 3895 pad specimens taken from Baku, Sumqayit, Ganja, Lankaran, Shaki, Zaqatala, Quba, Nakhichevan, Agjabadi, Agstafa and Oil Stones based on appropriate analysis. Automated monitoring control system was installed on radiation background in meteorological stations located in Pirallahi island and Qazakh, Sadarak, Nakhichevan AR, Beylagan, Astara and Quba regions which are bordered with countries utilizing nuclear technologies on the project of advancement of infrastructure in the sphere of radioactivity monitoring. Currently monitoring data are transmitted to the National Monitoring Department on Environment of the Ministry of Ecology and Natural Resources and the Management Center at Emergency Situations of the Ministry of Emergency Situations every half an hour. Background of daily radiation changes in the Baku - Absheron zone of 6-14 micro R/ hours (natural background 6-18 micro R/ hours). But background of daily radiation changes in the territory of the Lesser Caucasus 7-16 micro R/hours (natural background 5-16 micro R/hours), Greater Caucasus-8-30 micro R /hours (natural background 6-26 micro R /hours), Aran lowland- 3-21 micro R /hours (natural background 7-16 micro R /hours), Lankaran-Astara zone- 6-15 micro R /hours (natural background 7-16 micro R /hours), Nakhchivan AR- 8-14 micro R /hours (natural background 12-15 micro R /hours). Mobile monitoring were conducted by the Department during this year in the areas unsurrounded with stationary observation posts, as well as in the territory of the country, especially in water objects of Absheron peninsula and on sources with strong physically effective abilities based on received applications and tasks. In 2015, the Department received 114 requests via “hotline” and was considered in accordance with law. During the year, the information related to the state of the environment and data were systematized in the Department. Thus, data on atmosphere, surface water, atmospheric precipitation, soil and radiation environment were collected in the database. As a result of implemented monitoring references was prepared, submitted to certain governmental bodies, and systematized the monitoring schedules.
